In plain English
Judge Carroll J. Kelly sits in County Domestic Violence, Section 57, which the page labels Civil Division 57. The courtroom is Room CHC 1650 at the Lawson E. Thomas Courthouse, 175 N.W. 1st Avenue. The page lists Emily Rosenstein as judicial assistant (erosenstein@jud11.flcourts.org) and Jessica Gallucci as court specialist (jgallucci@jud11.flcourts.org). To request a hearing date for civil or criminal motions, the page says to email both of them and copy the opposing party, with the case number in the subject line, the motion, and a proposed order in Microsoft Word format if applicable. The page adds that the court will not notice hearings. The same page also posts instructions for Criminal Division 89, Zoom, and evidence.
Frequently asked questions
How do I request a hearing before Judge Kelly?
The page says to email both the judicial assistant and the court specialist and copy the opposing party. Both must be emailed. The email must include the case number in the subject line, the motion to be heard, and a proposed order in Word format if applicable. The page says the court will not notice hearings, and the moving party must confer with the opposing party and notice the hearing in accordance with the Rules of Judicial Administration.
When are DV bond and emergency motions heard?
The page states the time two ways. One section says DV bonds and emergency motions are held at 11:00 on Thursdays by Zoom, and another says 11:00 daily by Zoom. To get on the calendar, the page says to email the motion by 2:00 p.m. the day before to the judicial assistant, the court specialist, and the clerks' DV bond hearing address, COCDVBONDHEARING@miamidadeclerk.gov. The page says the Judge must approve the motion, and that evidentiary or not agreed motions must be heard in the division.
How is evidence submitted?
The page says parties may email evidence attachments to DV57@jud11.flcourts.org or to the judicial assistant, and that the Judge does not review any evidence until the final hearing. It also says the court cannot open Google links, TikTok, or WhatsApp, and that a party may be asked to share their own screen.
What does the page say about Zoom hearings?
The page says video and audio are required for all participants unless the Judge indicates otherwise, participants must have a photo ID for check-in, and participants should log on 10 to 15 minutes before the hearing. It also says minors may not appear at any hearing without the Judge's permission.
